      <p><font size="2" face="Courier New, Courier, mono"><br>
        AQ and Taliban fighters have congregated in the Shah-I-Kot valley to consider 
        a counter offensive against Afghan and CF in the coming months as the 
        weather improves. They are confident of their own security, but are a 
        spent force. Ground access to the valley is through a number of narrow 
        passes which can be easily defended, and the surrounding mountains offer 
        excellent observation of all approaches. During the Soviet occupation 
        of Afghanistan, Mujahadeen successfully defeated a major Soviet offensive 
        in this same area.</font><br>

      <p><font size="2" face="Courier New, Courier, mono">AQ and Taliban fighters 
        are allied but fight separately. It is assessed that Taliban are likely 
        to be holding outer positions whilst AQ fighters man key heavy weapons 
        and main positions on key terrain. Fighters are assessed to be based in 
        the 4 villages in the Shah-I-Kot valley, centred around Babulkhel, with 
        fighting positions nearby, and OPs covering main approaches. Positions 
        likely to be well concealed, with good use made of underground bunkers 
        and caves against bombardment.</font></p>
      <p><font size="2" face="Courier New, Courier, mono"><br>
        Taliban are Afghans with some from Pakistan. AQ are mainly Arabs, Pakistanis 
        and Chechens and some North and East Africans. Dress and equipment is 
        mixed paramilitary in style.<br>
        It is assessed that AQ and Taliban will not stand and fight, but will 
        attempt to exfiltrate out of the valley using routes mainly to the East 
        and SouthEast. Intelligence suggests that Osama Bin Laden, having escaped 
        from Tora Bora, may be sheltering within the valley.</font><br>
